What is this part called so I can get it repaired. It looks like there's barely anything left of it! I don't know how it got in that state without me noticing it before.

Hope you're not d riving it! Whole thing looks about to fall off! You might be lucky and just need a new bracket. Water gets in between the rubber bush and the bracket and rots it through from the inside. I just caught mine in time and was able to grit blast it and built up the pitted area again with weld. Yours looks worse though and possibly the top of the bracket could be pretty rusty. I mean the bit that would be inside the sill that you can't get to without opening the whole lot up.
Any idea what it might cost to get those brackets welded on? I did ask the fellow I took it to but he said he won't know till it starts work on it and said it won't be a cheap job? Is this a "how long is a piece of string" type question or should you be able to give a rough estimate?
Rear tracking and camber will need checking and adjusting as the rear arms have to come off (think new bushes, new nuts & bolts, possibly new brake pipes/flexys) oh the joy.

The sill ends will almost certainly need reconstructing, especially the horizontal part to which the swingarm mount is welded.
Fiddly, awkward work and hard to do properly, especially if you dont cut the botttom off the wing to see whats going on.

Plus you realy HAVE to make a jig as measure as you will I doubt you can position them within a couple of mm of correct, get it wrong and you will never track the rear,
mm
The LPG tank is under the seat and ends not far from the edge of the van just above the area that needs welding. I guess the tank will need to be removed for safety?
Well, unless you fancy meeting your maker earlier than was planned for you, then yes Never take chances with anything explosive. I wouldn't risk it, personally.
