Not serious until it rust through. Hard to tell from photos but may be a surface rust.

poke it proper with a screwdriver or such , if it holes then better to find out now, i once saw one(not on a van) wire brushed off and sika flex'd by some folk on their hols, not ideal but it worked as its a vacuum tank not a pressure one.. just a thought
