The CO limit for your van is 4.5% (first used pre Aug 86), but the HC limit is 1200.
Both are showing up very high on your van, which often means it's had every screw fiddled with in a random order by someone who usually does Beetles. It is almost certainly fixable.
The floppy butterfly is your choke mechanism, and will have little or no effect on emissions once engine is warm. The missing screw is a contributing factor - will be running lean on that side. Having blocked that, you need to approach this afresh in the following order:
Spark-air-fuel
So...
(If points - set gap/dwell)
Ignition timing set to 5°atdc (is your timing scale still there?) WITH both vacuum pipes connected and checking adv pipe from left carb is "porting" (ie closing off at idle)
Take out any play in throttle crossbar
Carbs balanced for air flow at 3500 and idle
Adjust base mixture settings on each carb to roughly equal. If wildly out find the problem, usually a split rubber elbow on balance pipe or idle circuit.
Then get left, right and 3rd carb (idle circuit) all doing about 1/3 off the work of ticking over. Your 3rd carb should really be sucking loud and clear by now. If not there's something wrong and it will never idle right on just the 2 carbs.
