Swivel seat fitting

Just got a swivel seat base and was wondering if this seat base should have come with runners for the seat to slide forward and back on .
Unless its just supposed to sit stationary?

Contacted the guy I got this off and he is posting me out the seat runners..

it does look like they have had the spotwelds drilled out to remove the runners from the swivel base.
