Quite often, peeling lacquer and general corrosion can lead to older alloy wheels being ever so slightly porous - which allows the air to seep out through the metal of the wheel itself. A refurb will spray the whole wheel, and will seal it properly and for the long term.
The black goop is probably to try to stop a leak from a rough and corroded bead - the bit the tyre actually meets at the inside edge of the rim.
