T25 Aircooled, make hot cold heater control work, always hot

Hi, We have an air cooled T25 that seems to cool the engine by pumping hot air directly to the cab. The red / blue heater control slider has little or no effect.
The previous owners disconnected the heater pipe at the rear during the summer but surely there must be some flap cable or linkage that needs reconnecting?
Does anyone know how this can be fixed to work as it was originally designed?

check the heater pods,just forward of the back wheels they may be tied in the open position.this is often done when control cables are broken.do it myself in the winter.
