Umm, this is likely either a faulty relay, or perhaps the wire from the starter battery to the relay (or the earth wire) has either a bad connection, or is too thin. We know the reason why the thing is constantly switching on and off, you just need to find the cause.

Hi again, checked the voltage in both batteries again yesterday morning and something strange happened, couldn't always get a reading off the leisure battery. Sometimes I could sometimes I couldn't..checked the connections on the battery and the earth, same again, intermittent .
Anyway had a spare battery which I swapped for the leisure battery and the relay switched itself on and off a few times then started charging as it should. Was it a faulty battery ? Maybe , anyway fingers crossed.
