6 way blade fusebox,with LED'S

have fitted one of these under my rear seat for when on hookup to charge the battery for my webasto and supply a feed to the DAB Motion and a Cteck charger that is also under the seat,these fuse box's light up an LED if a fuse has blown or if it has a power supply and no fuse is in the holder,my problem is they all are showing 14.2 volts with the engine off,if I take a fuse out fuses 1,2,3 have 4.75volts and 4,5,6,have 12.51,12.46,12.51 volts, LEDSfrom 1,2,3, are lighting up with a fuse out and 4,5,6, are not lighting up with a fuse out.If a fuse is removed surely there should be nothing showing on my multimeter?,just wondering if the fusebox is up the shoot,here are a couple of photo's,the feed to the fusebox is direct from the battery next to it,I know I am not a rocket scientist but if I have something stupid please let me know,thanks

I'm not sure I follow your explanation entirely (re one bank being different to the other), but note that those LEDs do provide a path for a small current when there's no fuse, so your digital multimeter will register a voltage. The current that you'll get through the LED will be next to nothing though, so you won't be able to run anything off that voltage. I made a similar observation a while back, and I was told that modern digital multimeters will register a voltage even with this minimal current, but an old style analogue voltmeter won't, as it would require a higher current. A 12V bulb wouldn't light with this small current either. This potentially makes it difficult to use a digital multimeter for fault-finding, but a 12V bulb (in the absence of an old style analogue meter) would work as expected.

thanks for your answer,the 'bank' of fuses is 1,2 and 3 give a far lower reading on the multimeter than fuses 1,5,and six,how can that be?

Ultimately if the LEDs on 4,5 and 6 are not lighting when you remove the fuses then 'something' is up.
Do you have items connected to those fuses (4,5,6) when they are removed - the LEDs will need something to be connected to their terminal to light as they must use that path to get to ground (with a very small current as CJH was saying);
If you do have items on the terminals for 4,5,6 then as an experiment I'd swap over the loads that are on 1,2,3 with those on 4,5,6 and see if the fault remains on 4,5,6 - or moves to 1,2,3?
