starting trouble

Hi there, I have an intermittent starting problem sometimes the starter turns but more often than not I get a few clicks from inside the van but nothing from the starter. I have got 12 volts reaching the starter from the battery but nothing arriving via the red and black cable to the solenoid. This is really frustrating as I've just rebuilt the engine with varies problems and just got the van to fire and now this! The starter is new and has been bench tested (which I have been told is not good to do but has worked on the van since so not broken!), and I have replaced the ignition switch. I know that cables deteriorate so I'm wondering if I might need to replace the whole black and red line from switch to solenoid? Only thing is I'm a complete novice with electrics and any help would be great. For instance, on the haynes diagram on page 12.22 can I have no idea what the 2 in the black box, the 7 beneath it or the number D24 mean and it would be great to know so I can work along the circuit with the volt meter. Just to mention, I have also cleaned the earth connection on the transmission! Thanks so much for any advice.

If you look at page 12.18 & 12.19. It explains how to read the circuit diagrams.
2ltr Aircooled CU with twin Solex's & originally a 009 dizzie, but now back to standard.
