Have I fitted the fuel filler neck rubber correctly?

Hi
Can anyone please let me know the correct order to replace a split rubber fuel filler neck on my Petrol T25?
I pulled off the outer ring, pulled the old split rubber off,then replaced the split one with a new one.
I was just checking if the rubber should be fitted from behind the bodywork or just pushed onto the fuel filler pipe from the fuel filler hole with the outer ring sitting on top of the rubber lip? I hope this makes sense to someone. Any reply is welcome.

yes the rubber lip sits on the outside of the filler hole, trapped between the outer ring and filler hole.
