Am I right in saying that if the radiator gets hot to the touch once the engine is up to temp then the thermostat is working correctly? Or is it not quite as simple as that?

It's probably also worth checking that the radiator doesn't get hot until the engine is up to temp too.
The thermostats can fail 'open' preventing the engine from heating up as quickly as it should.
