Boost nipple?

Any ideas on what pipe goes here and where onwards is it suppose to go? I have for a while been confused on where this oil over the engine has been coming from

The "nipple" is to let the air out [ to the atmosphere ] the oil is there because the diafram [ in the can ] is punctured/ripped.
