Hang on...STOP messing around with stuff you will never fault find that way
you didn't mention you had the carb appart, we cant help fault find remotely without all the info of whats happened

can i suggest going back to the start and explain what you have done... exactly and when

Please be gentle, never went near an engine before this :S

In order;
Replaced Fuel Filter
Tried turning over.
Replaced Fuel pump
Drained fuel tank & Cleared fuel line to fuel filter (was blocked)
Re-filled tank
Found split in fuel line from Filter > pump, replaced with new.
Tried turning over.
Checked for spark in spark plugs (present)
Incorrectly replaced leads (messing up firing order)
Noticed vacuum pipe split on carb.
Removed Carb. from engine (at this point I think may have moved jets out of ignorance)
Replaced Vacuum pipe on carb.
Placed carb. back in place
Found inlet manifold pre-heater wire loose, reattached.
Tried turning over.
Found firing order - 1 4 3 2.
Placed HT leads in firing order.
Tried turning over - getting white smoke.
Now.

Do not think have missed anything off. Been trying to do it for over 8 weeks so its not been all at once.

As for the carb. apart - I didnt have it apart just removed from the engine when was replacing the vacuum pipe as was no room to work with it in place.

the reason you should not just play with lots of things is you can easily introduce new faults especially if you are not experienced, you need to be mehodical

so how do you know the plug leads are on right, its nor just the order you need to start in the right place
Have you rechecked you have good blue sparks on all plugs? Take them out lay them on the engine and crank watch for sparks

Checked all the spark plugs and they are all sparking, colour wise will I think white/blue.

I was informed by a local garage that it is the order that is primarily key, it would seem they were wrong. I know the should normally be a starting point (lead 1 goes from there), but could not ID it on the Dist cap. Seems I have been relying on the wrong peoples advice. Therefore how should I proceed?

get the engine at tdc by looking at the timing marks and by removing the spark plug from no 1 cylinder, then you can work out from where the rotor arm is pointing which is the position for lead no1
The cylinder order and firing order need to be looked up, you can then see in which order the other leads should be

To find out where no1 lead goes on the dizzy follow itchyfeats instructions as above then connect the other leads in the correct firing order in a clockwise direction on the distributor cap.

pretty sure it is... it was fitted to passats, golfs etc.. 1.8, 8 valve, carb...

75–112 hp 1.8
configuration
1781 cc inline 4, : bore /stroke 81/ 86.4 mm
head
SOHC 2-valve per cylinder
block
grey cast iron, five main bearings
fuel
carburettor, K/KE-Jetronic, mono-Motronic, mono-jetronic, CIS, CIS E, DigiFant I, DigiFant II

It can't be a R4 engine, so what makes you think not?

I checked his leads against the pic, they are correct, but the distributor cap is not right.

OK I have printed your pic and kevs pic of a golf and looked carefully and I conclude you have your leads wrong, you need to rotate them all one place anti clock wise on the dizzy to match the golf

of course the golf pic could be wrong or your dizzy could be in wrong but probably OK

He means the dizzy leads connected to the dizzy cap are wrong, they need moving round a place in a circular motion ;)
