It's probably a practical joke played on you by the vendor of the bus you bought. It's probably off a 1957 Vauxhall Wyvern or something and the guy who sold you the bus will be laughing his socks off thinking about you trying to figure out how to fit it.
I think the blue string must be what the used to use way back before they fitted breakaway cables like they have nowadays.
I could of course be way off base on this one though.

Whs^^^ doesnt look like its going to fit a t25, probably why it came with it and not fitted.

Looks like the Tanfield towbar for T25's. The rear bolted through the rear valence and the front bolted to the chassis rail near the engine support bar. There are some spacers and spreader plates missing.
