Replacing instrument cluster

Our instrument cluster was very creatively jerry-rigged by a garage near peterborough when we had electrical problems after too much rain got through our leaky windscreen a couple of years back. The PCB was damaged by moisture it seems.

I have gathered a few scrap pods and was hoping to put our odometer dial on a good cluster. However I have noticed that the PCBs are not all the same. our old one

has a little hole in the PCB bottom left. The replacement has a little blue electrolytic in that hole:

Can anyone tell me if this is important? I am sure it does something useful but this stuff is well beyond my comprehension ...
