Has the mower been stored in anything other than its normal flat on the ground manner ? If it was running ok last season I would turn it over a few times without spark plug in, then pour a thimblefull of petrol into plug hole, refit plug and try starting it. Leave it running 5 mins or more If it runs ok then stop and restart. If it appears ok run it for a few days before making hasty purchase of a new mower.

Swill it out with lots of petrol. I would use a washing up liquid bottle to squirt it in then lean the mower over so it all runs out again. Do that a few times, then leave it, with the plug out, overnight, for the excess petrol to dry out. Then try and start it as normal. Oh HANG ON = it may be a jolly good idea to check how much oil is left in it (before starting it) after some of it has escaped into the combustion chamber (and then been swilled out). There will be a little oil top up plug / cap / screw thing somewhere. It may have a mini dip stick attached, or you may just look down the hole to see if the oil is up near to the top.
The engine is likely OK, it might smoke quite a lot for the first few minutes, as the oil left in the manifolds etc burns away. In future store it flat

My rotavator does this when it's been on it's side.
As above a bit of petrol to wash the majority out and to clean the plug and she'll be fine (if there's enough oil in the sump).
My garden looks like the red arrows have done a fly past when it fires up.
