I would suggest a bad earth or the wiring is plugged in wrong.
The earth will be behind the fuse box lots of Brown wires connected to the van. Ensure they are clean and you have a good connection. I always coat my connectors to protect them from water.
If you can't find an issue with the earths, its got to be the wiring, either someone's plugged the fuse board connections in the wrong place or the switch is wired up wrong.
On the back of your headlight switch, you have a good few wires, pull the switch out of the dash, squeeze in tabs at side of switch and it'll come out of the back; still attached to the wires, turn on the lights with ignition off, check you have side lights on, if you have a multi meter or lead light, check which cable is the side light supply, it'll have a voltage, readable with your meter/lead light, alternatively unplug 1 input cable at a time till they go out. The connectors do come out of the connector block that plugs into the switch, youll need to disconnect the switch from the connector, get a very small screwdriver that'll slide into the connector block to bend a tab in on the metal crimp connection on the end of the wire, it'll release easily, do not pull it out without releasing the tab, you risk breaking the connection. Once you've worked out side lights, turn on ignition to run position, you should now have headlights, not dipped, (really bright) and not just sidelights, your sidelights should still have a 12v supply, if you have dipped your wiring is definately confused, again check to see which cable does what, (obviously check the stalk doesn't switch dipped off 1st.)
Left side of steering column, off the top of my head it has 3 wires going into it, the dipped beam connection for the stalk, ensure its connected properly and all connections are good.
I had similar problems a while ago, it turned out to be a melted connector creating a bad connection on the back of the fuse board, caused all sorts of strange goings on.
The wiring for the lights is fairly easy, but it helps identify what does what if you have a diagram, do you have one? What year is it I may be able to take a pic and post it.
So 2 pics 2nd one shows the switch in the centre and has codes on the wires coming off that tell you the colour, check this is the same as your switch before going any further
