Vacuum also assists the brakes, opens the second throttle, opens the choke under acceleration when engine is warming up, operates the air box flaps,

Ah, of course, the dizzy vac isn't connected to either of those on the base is it. I had only looked at a bare carb, not at the van
mine is and so are other vans I have looked at with a 2e3, dizzy connects below throttle plate next to air filter connection
in the pic they are dizzy on the RHS port (side of the dizzy in van) and airfilter on the LHS, (well it was until it was removed and blocked up)
I have placed my finger over the hole inside and blown down the pipe and they don't connect elsewhere, straight through BELOW the throttle plate for both of them.

wow just found a (stolen) old pic of my carb on an LPG forum, bit dirty back then but the pipes are visible all the same....

Itchy's pic shows the 2 lower pipes, which I checked on my spare carb, and as per his findings, they both exit below the flap.
Anyway, it's not important and I ain't being pedantic or owt like it, just trying to understand

They are at different heights.

yes but both below the throttle plate and I find it hard to believe it will make a difference, as John says not being pedantic but keen to understand

Hi, I have the van back from lpg conversion and fault persists. It still feels a little gutless on either fuel. It does reach good speed but there is no "grunt". I have just checked the vacuum valve on the back of the carb that opens the second butterfly choke, and found it is sticking. I opened the accelerator lever then sucked on the vacuum pipe and the valve did not move. With a little WD40 and a wiggle or 2 it seems to have freed off. I must have cleaned all of the lubrication from the carb when I cleaned and replaced seals.
Oh and surely both holes have the same amount of vacuum
