Re: fuel problem?
the pump can be checked in a flash.
unbolt it , remove the outlet pipe, depress the actuating lever with your thumb.
fuel should spew out .
if all ok, check the carb float chamber and shutoff valve for water/ dirt/blockages.
sometimes the fuel evaporates and leaves a sticky residue which prevents the shutoff valve from opening.
the noise might just be water in the fuel, which will make an alarming noise before stopping the engine.
hopefully someone else will chip in with other suggestions.
good luck

Re: fuel problem?
Back to the beginning, before assuming the problem is a fuel pump. Have you checked the fuel filter(s)? If you have crud in there the engine can start ok but as soon as you rev it a bit the crud stops the fuel getting through. It then settles down until you start it again.
