Running lumpy

Hi all,
i recently replaced the 34 pdsit carbs on my bus with known v-good second hand 1s, fitted them turned the key & they ticked over a treat.
Ive started the bus on & off a few times with no problems, but not driven it as its work in progress, today i started it & no problem for a split second then ran lumpy as hell.
It started pissing down at this point but i did have enough time to find out that if i pulled both leads at the same time it made no difference to the engine, also the throttle jet or injection tube does a v short squirt then splutters....
Any ideas for when the weather cheers up & i can get back on it ?

Oh yeh a new fuel filter was fitted prior to new carbs.
