Dull headlamps, how can I make them brighter?

Checked earths and battery all ok on multimeter. Should I buy some halogen bulbs, any suggestions?

Fitting relays is defintely a must , I done mine a few years back and it's the business along with halogen bulbs the lights are as good as any modern vehicle :ok
