I am going through exactly the same thing with mine at the moment changed filter, fuel pump, dizzy cap, rotor, plugs leads, choke pull down unit, and various other units all to no avail, it is now in the local garage they have had it since Tuesday and are still looking for the fault I will let you know what they find when they find it,
I changed the tci unit too.

It could well be something as simple as fuel evaporation given the current high temps, I used to get it with my classic mini but I have now improved heatshield around the carb and improved airflow and a bit of careful re-routing of fuel line, problem gone, not sure how to improve the airfow on a T25 as I have never thought about it but it must be possible, but a carb heatshield should be simple enough

My T25 1.9 DG runs on LPG and loves the heat with improved consumption.

had a sort of similar problem with my van, turned out to be a cracked fuel line that was letting the pump (electric) suck in air so not enough fuel getting to the carbs, worth looking at.

Had a similar issue with my Mk Polo bready. Turned out to be a worn carb gasket/flanbge which the carb sits on. Methods of checking;

spray carb cleaner around base and listen for pitch change.

Shaving foam around base look for bubbling

or length og 8-10mm tubing one end in your ear and the other around base, you will no when you have hit a leak as will hear a loud suction sound.

engines suck air in
and it would suck any fluid in through a leak.
same with fuel..the pump sucks, it doesnt push.
it will suck air in easily

How would the shaving foam bubble. . ??
The induction noise from a twin choke peirburg would drown out any pin hole air leak noise.

Believe it or not it does bubble weird I know, and you would be surprised how loud the suction noise is through the tubing when there is suction. I though the same originally.

if it does bubble on the induction side..then you HAVE got even more issues than an air leak

End of summer update: problem has now become intermittent at worst - loss of power and then no tick over, but if I drive through the problem seems to clear itself, particularly on a run.. I've checked for leaks and damaged pipes and remain at a bit of a loss to clearly identify the problem. Just got back home from a week of touring cornwall where, mostly, no problems encountered and then seemingly for no reason, problem comes back. I'll persevere with checking all the air leak points - as a side note the crank case breather currently vents to the atmosphere through a length of open ended pipe as the OE breather pipe perished and split. I've put a bit of gauze overe the intake into the carb - could this be causing issue? Not ideal I know but I can't see this seriously effecting mixture.
