Removing bad paint job

Removing bad paint job

Our van has been sprayed matt black over the original red. There appears to have been no prep done before the black went on and now it is flaking off all over the place. We plan to roller it once the rust and dents have been sorted, however we'll need to remove the black to get a good base layer to roll onto. So, any ideas how we remove the black paint?
I've tried scraping it where the areas are flaking but didn't have any joy.
Should we use a rough sandpaper to get down to the red then a finer grit to smooth that off? I'm worried about leaving marks from the rough paper if we do that, especially once painted over.

Possibly. My friend and I share the account so it's possible he made one. I did check our old posts though...
