Over Fueling problem

Hi everyone, I have just bought a 1988 T25 2100cc MV engine code. Engine starts first turn of the key but it's like it's running on choke all of the time. Spark plugs are covered in black soot after ten minutes. Any ideas or tips would be greatly appreciated. Ohh, just noticed it has no fuel pressure reg on it. Could this be the problem?

Presumably if theses no fpr in place, you'd have a lot lower pressure actually? If it would run at all. .

Im not familiar with an mv though, I have digi jet on a dh engine, so could be wrong there.
