It won't speed the heating of the oil - it'll just not cool it until it's hot. Coolant always heats up much more quickly than oil does, and the oil-water cooler helps to warm the oil up.

Oil air coolers can be switched off to allow the coolant to heat the oil quicker
Hence the thermostat
