I had the same problem last week. Turns out it was a dead diode and some of the wiring was hacked. So I had a small blue light installed on the dash and connected to the headlamp so when they power on the light comes on on the dash I also put a sticker under it saying H/lamp. Brought it back for retest the guy smiled and passed it.

MOT states:
On vehicles first used on or after 1 April 1986, the ‘tell-tale’ must illuminate when main beam is selected.
Mine is an 85 and they didn't give a hoot. It doesn't say in what form the 'tell tale' should be although ideally the existing one I suppose. However, I imagine if your seat lit up beneath you and was highly visible to you as the driver, that would suffice. The whole point is so that you don't dazzle drivers because you haven't realised you're on full beam, thats what its about. A buzzer would be acceptable too although that might get a bit annoying on long dark roads.
The colour of the bulb won't matter either - as long as YOU know what it is. Blue just stands out more.
