Hi, I cant find a mention in the archives but could be mistaken however, I'm planning to change both of the auxiliary belts on my 1.6JX TD and am budgeting for time and preparation. I understand the lower belt is tensioned via shims on the water pump pulley and that the bolts can be hard to free. From what I can see and get a feel for it looks like I'll have to take the exhaust off to get good access to the pulley bolts. Is this correct or am I mistaken? I'm trying to avoid getting half way, then having to reassemble as I've run out of time.

Yes, take the back box off. Change the power steering belt whilst you are at it.
