choke pull down vacuum on peirburg 2e3

Hi, Just been trying to find cause of vacuum unit not working on my carb. On removing pipe and trying to blow through, we find it blocked. Fitted a clear tube and now solved problem. On inspecting tube have found what looks like a brass retrictor with very fine hole in middle,(which is blocked) .The tube Im using does not have "restricter". Should it?

I think I am right in saying "Yes", iirc it acts as a "damper" slowing down the movement of the diaphragm.
