Propex wired to water pump

Evening everyone. My propex heater only works when the sink pump is switched on which means its too noisey to have the heating on at night. Is there any good reason for wiring it like this or is it just a bodge? Its an 89 autosleeper and I have a leisure battery. Thanks in advance

Maybe the heater kept catching fire? :rollin

Of course it's a bodge and needs rewiring :ok
