All the usual cooling system checks - make sure it's got plenty of coolant in, make sure it's bled properly, make sure the thermostat's fitted and opening/closing properly.

With the rad only being partially hot, you'll probably want to remove it, and try flushing it through (forwards and backwards). If that doesn't work, then a new rad. But that won't affect the heater matrix not getting hot.

But if the rads clogged the heater matrix has every chance of being the same.

The heater valve - the bit the cable from the dash operates - is often clogged up.

set the heater to hot, undo the flow and return hoses or just flow and cap if you want to make a mess and fire a hose pipe up it sealing it with your hand. hopefully you will blow out the crap in the matrix or prove it is not blocked. :D

Is this a classic overhead valve 'A' series engine (with a rocker shaft) or one of the newer 'K' series 'Rover' overhead cam engines?

Have you got a coolant temperature gauge? if you have then what is it saying?

Unfortunately cold heater matrix can sometimes indicate head gasket issues.

Its an A series with rocker valves like minis of the 1970s and i think the mini metro's of the 80s and Morris minors ( but transvers mounted) it has a temperature gauge its says normal or just above normal as a rule.

check the cable actually opens and closes the valve. The outer sleeve of the cable can detach from the little grippy bracket thingy......stop me if I'm getting too technical

I'm pretty sure the 'A' series was never a side valve. I had several in a lot of different cars and they were all OHV. Morris Minor, Morris Marina, Austin allegro (A+), midget, Metro,Ital? much better than the Triumph eqivalents that I have also owned.
