How do i fix my choke mechanism on my 2 litre Aircooled can i buy the part or do i need new carbs.

Are the choke flaps closed when the engine is cold?
Do they open when the engine is warm?
Do they open when the engine is warm?
2ltr Aircooled CU with twin Solex's & originally a 009 dizzie, but now back to standard.
