you should be asking where he wants you to bend over at that price.
Bit late to query it now the works been done, and you have no clue why.
The fuel percentage might be pressure, it might be flow rate, it might be how fit it is...ask ..14% is of what?
ask why the pump was so expensive and show him a printout of the brickwerks part.

Time to start learning about your engine., or further shafting will ensue

Maybe ask how he came to this pretty accurate figure of "14%"

There may be a good answer from him, like "it only produces 14% of the rated volume of fuel it should produce" or, (being an injected engine which requires a much higher pressure of fuel) if "It is only producing 14% of the normal pressure" I would then ask him "what is the normal pressure this type of pump should produce" (he should know the answer if he knows what 14% of it is.)

For your info =
The normal volume of fuel delivered should be around 500 ml per minute.
(btw, 14% of 500 ml = 70 ml )

The normal pressure of the fuel should be 2.5 bar, holding at least 1.5 bar for 10 minutes after the engine is stopped.
(btw, 14% of 2.5 bar = .35 bar)

Info from the Haynes by the way as I only know about carb engines

remember if he dosent know of 'brickwerks' then he will go to any source he can ,even poss vw!

poss not of interest to you but i would at least certainly keep any old parts.

ask him what the % is with the new pump, make sure you get both readings on paper , if the pump has a 12 month warrenty bokk the van in for 10months time and get another % reading if its not the same tell him to replace under warrenty!

make sure you keep receipts and make sure you get warrenty with any parts.

but like said the works now been done , labour rates can be up to £100 /hour- find out is actual labour rate, he may have spent more than an hour on it.

any if the vans fixed and drivable and stays that way then all is good

vat at 22% i cant be arsed working it out but about €200 bits and 40 ish labour

Pump in, van running so different ,managed to reduce his price 250 all in inc vat,said fuel pressure was running at 14% now running at 3% 12 months warranty,old parts returned happy days thanks for all replys lads and ladies
