Update on this from my own point of view as i was having similar problems to original poster:
i bought this kit:

I now have the engine running sweet.
I have never even changed a timing belt before.
Worth the £40.00 and the experience of doing it myself.

Its definitely worth investing in the timing tools, I was scared on my first can belt change but since then done two further can belts and reset my pump timing, haven't managed to remove the cam sprocket but valve timing seems set up.
get a dial gauge too.
have a look on brickyard under Smokey jx thread, invaluable info about diesel pump set up and valve adjustment.
