Dim lights?

So now it's dark at 5pm ,I've been out in the van after dusk and maybe it's just because I'm used to driving a newish car at night but the bus lights seem crap! They all work ok but I don't think I remember them being so poor. Bought some swanky bulbs from halfords but don't seem any better.
Is it possible that they're not getting the full power they should??? Or is there something that I could check earths or something???? Or am I just being a t1t. Getting full hit on the volt gauge...
