Level in expansion tank

Am I right in thinking that even in a 1.6 Diesel, the level in the expansion tank should be full to the brim? Currently sitting just above the "minimum" mark.

There are no marks on the header tank which should be full to the brim
the top up tank or expansion tank has max and min marks

Ah I see, I swear I saw a max and min mark on it, but must be mistaken. We're talking about filling the one with a darlek head cap right to the top right?
