Your two lower levers should be to the left to totally turn off any heat to your feet. If this doesn't work then the bowden cables that operate the flaps/valve have probably come off or the retaining clamp that secures them has worked loose.
The bowden cables (look like bicycle brake cables) can be accessed through the radio aperture once the radios taken out , if the levers move freely I would think the cables are no longer attached.
I had to adjust mine when I first got my van but found that the valve that controls the hot water flow had been installed with its jubilee clip in such a position that it stopped the lever closing the valve fully this valve is accessed by taking the spare wheel out and looking up towards the underside of the dash.
Thanks for that I'll give that a go either that or wear thinner socks, my husband keeps saying that if it's going to cost money then I have to suffer. There are people suffering around the world so a couple of hot feet is nothing lol

Sometimes the cable inners can 'kink' so when the sliders are moved the cable bends rather than moves inside the outer sheath. The kink (if there is one) will most likely be behind the sliders themselves. Other cause is the plastic valve itself which can wear internally allowing warm water through regardless of whether it's open or closed. Was still available from VW Commercial dealership a decade ago (when I replaced mine) and wasn't too expensive.
I would like to add that I have successfully cured the heater problem, at first I was using tools but found bare hands and brute force was best. I was a little worried that I wouldn't be able to put it back to how it was but didn't have a problem. We now have cold or warm feet whenever we want.
Plus I have really impressed my husband so it's a win win situation

I must admit that I haven't a clue all I did was pull off the centre console then stuck my hand up the back of the heater and kinda fiddled then it worked, must have been a snagged cable or something.
