can i use filler ontop of a rust treatment/primer

Hi all,
doing some smaller repairs on my 83 t25 and where i need to treat some rust spots which have gone through, i have a can of hamerite rust treatment.
Is it ok to spray this on and then filler on top or will the filler not get a good hold ?

I would't do this as the rust will come back. I like to cut out or get to shiny stuff at least (no rot) with glass basting or wire then rust preventive. Pros here will tell you that filler holds moisture.

i have used a wire brush on the drill and got down to as much bare metal as possible but still some pitting etc, to small to need to weld so dont knpow which way round to do things ...if iam down to bare metal then treat/prime then fill will that not work then ?
