You should be able to blow (usually makes noise) but not suck at the hose connection - (soak it in some fresh water first, nasty stuff coolant/antifreeze).

Re: How to check a dalek
The following is 3rd party info and may be incorrect, but I thought it worth mentioning.
I seem to recall reading on here a while back that the "quack" test is not reliable. I read that, apparently, this "one way" function on some caps only works correctly when the cap is screwed down in place, summat to do with the diaphragm only sealing when the assembly is all clamped up (by fitting it).
E D I T = A search for the word "quack" was going to be easy !! = found it =
I do know for sure that if you sleeve down a hose pipe so it can be securely fitted to the the Dalek's pipe, then blast some water through it, it often cleans out any debris that may be causing it to not seal correctly.

blowing/sucking off the vehicle is not a test , it needs to be fitted.
you need to suck blow on the outlet.
use a piece of tube, that you can get a good seal on or loosen the bottle and get your lips around it!
you should only be able to blow not suck
the clamping effort of the screw thread clamps the cap together inside creating the seal.

Take it back ... if no-one complains they don't realise they have an issue.
