I took of the 2 parts of the fast idle/ chock mechanism. The previous owner had decided to bend some of the levers. I put them back as they should be and now it works as per the option 2 (floor accelerator). I will take the carb off and try to improve tention on the springs to try and make it work as it should.

I appear to be taking the carb apart trying to solve this problem.
With the auto chock housing removed and forward pressure apllied to the choke actuator everything appears to move as it should. regardless of pressure used, there is no way that the fast idle cam can move the fast idle screw i.e. push it back to raise the throttle (I presume this is how it works).
With the throttle heald open and the actuator pushed forward I can see the cam would rotate round to rise the pin but it can not be moved onto the 3rd cam without actually moving the cam directly by hand.
I'm guessing this pin should not be bent like it is.
No amount of choke housing roation can cure this problem.
