just a quick Q: how safe is it to machine (file or grind) the center bore of a wheel? to open it up to fit a T25?

Technically.. any load ratings are invalid thereafter as you are weakening the wheels construction. However, in practice some wheel designs are such that making the centre bore a little bigger doesn't dramatically effect it's overall strength.
We have seen some real shockers on here in the past, wheels where the centre bore and wheel bolt holes have been filed by hand leaving hardly any material around the centre area...basically a death trap.
However, as I said, some wheels can be machined with minimal effect to their strength, refer to the wheel section and Wiki.
Just be careful with what you fit and make sure wheels and tyres are suitably load rated and any machining work is carried out to a high standard to minimise any negative effects to wheel strength.
