The last picture shows the restrictor which is important.
Jeff you need to take the pipe off at the carb end and suck it when attached to the pull down and tell us what happens.

what should happen is the choke flap should open more and when you put your tongue over the end it should STAY open.
If it closes it's buggered.
if it does not move it's buggered or the pipe is.

yes, and do what I said please.

should be no silicon
Actually ....that might be what the pipe pushes on to and not the restrictor, it could be that it's broken off and the PO siliconed it back.
Let me take a look at my spare pull down and I'll get back.

Replaced our pull-down over christmas. I think that looks like the spigot on the unit has broken off inside the pipe, which I guess might be the reason for the silicon, to stick it back to the unit.

If the vacuum unit is ok (as per Kev's test), it may be possible to drill the body with a hole the same size as the broken spigot. That should allow you to press & glue the spigot back into the pull down unit.
I had the same problem with an exhaust gas valve on our Mazda 323f and fixed the broken pipe in this way. Just depends how much 'meat' there is on the pull-down unit and if there's enough material to drill into without making the wall too thin and causing it to fail elsewhere.

If it turns out you just need new hose then I've got some blue silicon hose spare, can happily send down a length to replace your duff pipe.

Ok got the pipe off the carb end and tried sucking through it , nothing , so took the pipe off the pull down unit end and removed the bit of plastic that was stuck in the pipe and put it back in the unit making it as airtight as i could, this time when i sucked the flap opened but when i blocked it with my tongue it closed so i guess i need a new one ?

no extras but be careful when you remove the duff one, remember where stuff went.
I found it dead easy with the carb off. as there's a little screw thats dificult to get to

You may well have to faff about with the choke gap when you fit the new unit.

All in the haynes though :ok

I took my carb off to fit the new unit, made life pretty simple, and helps LOADS in understanding how it all works. There is a wee guide on here somewhere. Also prime time for a damn good clean :) Vinnie runs better than ever after having his carb fettled.
