Early tailgate lock

I recently found a part in my parts box. It's been there for ages but I have no idea where it fits.

The part is 251-829-234 (number 7A in the image) and all it says on the bag is Tailgate lock bushing >85

It looks just like this sold by heritage

The van has a seal that fits in the hole 361-827-527(number 9) then the lock pushes into this.
