You are right of course, the tracking should be set after replacing the track rod ends, infact the geometry in general with a fault like this.
But before any money is spent on adjustments the basic mechanical condition of steering and suspension needs thoroughly checking..things like:
Steering rack mounts
Steering rack couplings
Ball joints and wishbone rubbers
Shock absorbers
Wheel bearing play
Tyres (and pressures)
All metalastic type bushings
Antirollbar bushes and drop links
No point in spending money on adjustments with worn out components making things flop about.
