If you're on a budget, you can often get enough material in a big set of curtains from a charity shop. Thats the cheapest way I know to do it. Don't presume its all frumpy flowery patterns - they often have some excellent matrial - just a case of looking as stock changes daily.

If you can't find anything in charity shops it is worth buying new curtains from somewhere on the high street - with the added advantage that they will probably come lined so you don't have to buy that separately.
Also - are there any fabric places around where you live that stock the ends of ranges from the big fabric companies - they usually sell for around £5-7 metre? I know of a few around here - but that's Norfolk!!
Try fabric warehouse, we have one near here, but they have an online store. We usualy pay about £10 per meter and I reckon you would need probably 4 meters max.
Its worth buying [if you can find the right fabric] 2 kings size duvet sets [3 if you want a matching bed set] and cutting them up to make the curtains,,,you should have enough fabric to line them in the same fabric [looks much better from the outside] instead of buying lining,,, you can make some cushions and nice round bolsters with contrast piping and buttons, oh and some contrast piped tie backs and frilling on the front edge of the curtains.....out of the matching pillowcases,,,I really must remember that I'm retired from the soft furnishing business
