I spotted this and quick snapped it while driving past so didnt get a close look:

Perhaps its a common thing, it seemed to me a good idea,guessing it folded down and perhaps could be removed altogether,
being used as an add on when wanted?

Similar to mine, does sometimes get in the way, but has pros as well,

the last bay i had had one. worked fine but was a pain to work on the engine with it fitted.
