Double waste tank

Hi
Dont know if any one has heard of this but my 90 atlantic has double waste tanks (why?) interconnected under the vehicle with a pump (not working) in the first tank to feed to the second! Any ideas as to why this is fitted and if it is really necessary, could probably replace the submersible pump, but not sure if it is worth it?
Any help and useful suggestions appreciated

As I see it
If your not travelling and sleeping in Aires on the continent you don't need to lug dirty water around.

mine is collected in a bucket then tipped down a drain or into a "grey water " tank on the camp site

Mine being a Diamond RV conversion has both a waste and fresh water tank underneath, im going to remove them both when i lower it as they will cause problems with road humps.
