Silver hole
Can anyone tell me what these are and how to use them, I am guessing they are electrical outlets of some kind.
What fittings go in to them?

German standard din socket by the look of it. Uses plugs like these.
Far better than cigar lighter sockets.

What is the point in converting from a 16A socket to an inferior 8A cigar lighter version? Just use the correct plug on your electrical items.

Thought it was something like that I have one above sliding door too.
So could I change the end of my sat nav cigarette adapter to one of these other types?

Is it only suitable for 12v equipment, I know zilch about electrics.
