heat jacket for hot air filter pickup on exhaust

Hi

Just wondered what the heat jacket for the hot air filter on the exhaust is for? Mine has one, but nothing attached to it? Do I need it when I replace the exhaust or can I get an exhaust without it, as it mights it a bit cheaper?
