Rear Wash Wipe.

Hi got a problem with my rear washer fuse is good (socket 12) and I have checked the rear connectors to the motor, its getting power to both pins and I can hear the motor 'ticking' so I guess its trying to turn. The other pin seems to be running voltage continually. The voltage on one of the pins doesn't drop to zero though it cycles between running voltage and about 8V. Also remade the earth to the motor. My guess would be motors duff but has anyone got any thing else to try before I remove it? whats got me is the washer pump has gone too the only thing I can see thats common to both is the fuse and the relay. Could the relay have gone bad? not sure if relevant but the wiper stopped mid wipe.

I have voltage to both wires in the rear going to the tail gate wiper motor! Is this normal dose the motor have two separate wires with different voltage? Rely works, fuse is good! Motor not turning,
