The hole is to to used when timing the engine you can see the arrow to line up when its at top dead centre. cant help you with the other adjustment but the fuel cut off wire below it looks like it could do with being remade it looks a bit dodgy to me engine won work with out it.

By the way is it meant to be open? or should there be a cover over it to stop crap getting in?

1989 16D Caravelle C (Botched to 1.6TD)
First thing is the timing hole as pointed out above, normally a plastic bung in there to seal when not in use. The bit you still have screws out. Not sure if they come as one unit or you can buy the bung by itself but they are the same on most VWs of the era so a trip to a scrap yard should get you one. Cant see any damage happening with out it anyway - Maybe try a cork?
second thing is the fuel adjustment screw. A tweak of this can normally give a bit more power but often more smoke. I will see if I can find you a link about which way to turn - HOWEVER if its working well I would leave it alone.

Thanks that is a weight off my mind, The other also grateful, i would like to better the fuel consumption, speed to me and this van is not an issue, if you can help further much appreciated.

I found that 35mpg was doable with my old 1.6d just make sure that your oil and air filter it clean and fule filter not clogged. If it's running well you should be fine.
I found it important that the whole air intake right up to the vents is correct.
Also I guess you need to drive slowly and carefully tc.

Silly question maybe, but how do i go about adjusting it? Which way to turn the screw etc...
